Waktu itu, UIN Sunan Kalijaga memiliki dan sudah meluluskan sejumlah tunanetra. Tetapi, sebagaimana umumnya perguruan tinggi di Indonesia, mereka yang kuliah di UIN Sunan Kalijaga tidak mendapatkan layanan dan fasilitas apa pun. Mahasiswa yang kuliah hanya mengandalkan dua hal: tekad pribadi dan kebaikan hati orang-orang di sekitarnya. Tidak ada layanan yang bersifat institusional dan struktural.
Sepulang dari Kanada, komunikasi segera dirajut dengan berbagai pihak. Menghubungi para mahasiswa difabel yang kuliah di UIN, berdiskusi dengan dengan kolega yang seminat, dan mendialogkan keinginan untuk membuka sebuah pusat studi kepada rektor UIN Sunan Kalijaga, Prof. Dr. H. M. Amin Abdullah. Dari komunikasi dengan berbagai pihak inilah ide untuk melahirkan Pusat Studi dan Layanan Difabel (PSLD) bergulir dan mewujud. Rektor menyambut baik ide ini, menerbitkan SK peresmian, dan memberi 'modal' berupa sekretariat di kantor rektorat lama.

Keterbatasan sumber daya manusia perlahan mulai terjawab dengan direkrutnya para relawan yang siap membantu PLD. Selain dari kalangan mahasiswa, hal yang sangat penting waktu itu adalah hadirnya Marion Steff, disability specialist yang dikirim oleh Academic without Border Canada (AWBC). Ia Ia berkontribusi dalam mendorong para relawan lokal untuk berpartisipasi membantu PLSD, dan secara aktif menyebarkan ide dan kegiatan PSLD lewat buletin bulanan yang ia pimpin selama setahun bekerja di PSLD. Marion juga memainkan peran penting untuk menghubungkan PSLD dengan berbagai pihak dan menyebarkan ide-ide inklusi di berbagai kalangan.
Tahun 2010, salah seorang pendiri yang tidak sempat mendampingi PSLD karena harus melanjutkan S3 di Kanada, Ro'fah pulang ke Indonesia dan segera melanjutkan tongkat kepemimpinan PSLD dari tangan Andayani.
Tahun 2011, PSLD juga merekrut tiga pengurus baru untuk menambah tenaganya, yaitu Arif Maftuhin (dosen Fakultas Dakwah dan Komunikasi dan kepala PLD 2013-2015 dan 2016-2020), Liana Aisyah (dosen Fakultas Sains dan Teknologi yang saat ini pindah tugas di Kemenag Singkawang, Kalimantan Barat), dan Ruspita Rani Pertiwi (dosen Fakultas Ekonomi dan Bisnis). Sedangkan pada tahun 2012, tiga orang dosen menyusul bergabung, yaitu Siti Aminah (dosen Fakultas Dakwah dan Komunikasi), Astri Hanjarwati (dosen Fakultas Ilmu Sosial dan Humaniora dan kepala PLD 2020-2024), dan Jamil Suprihatiningrum (dosen Fakultas Ilmu Tarbiyah dan Keguruan).
Dalam enam tahun pertama (2007-2013) perkembangannya, Pusat Studi dan Layanan Difabel kemudian berkembang memantapkan diri sebagai lembaga yang terus meningkatkan peran dan layanannya bagi para mahasiswa difabel di UIN Sunan Kalijaga. Secara terus menerus PSLD memainkan peran pentingnya baik di dalam maupun di luar kampus UIN.
Pada tanggal 19 Juli 2013, terkait dengan perubahanan susunan kelembagan di UIN Sunan Kalijaga, PSLD berubah menjadi Pusat Layanan Difabel (PLD) dan menjadi salah satu lembaga struktural di bawah Pusat Penelitian dan Pengabdian kepada Masyarakat (LP2M).

The establishment of the Center of Studies and Disability Services (PSLD) on May 2, 2007 originated from the experiences of three lecturers, namely Muhrisun, Ro'fah, and Andayani, of UIN Sunan Kalijaga who have studied their master degree at McGill University, Montreal, Canada. At the university where they studied, they found that McGill provided facilities and services for disabled student. They realized that UIN Sunan Kalijaga have graduated students with visual impairment and did not give any facilities and services, like mostly university in Indonesia. Students who study only rely on two things: personal determination and kindness of the people around him. No services are institutional and structural.
After return from Canada, three lecturers had been communicating with students with disabilities who lectures at the university and discussed with the stakeholders. Then, they submitted proposal to establish the center of study and disability service. The rector of UIN Sunan Kalijaga, Prof. Dr. H. M. Amin Abdullah, welcomed this idea and issued a decree inauguration also gave the office. Finally, Center for Studies and Disability Services (PSLD) successfully existed.
In early years, It was not easy to develop PSLD. There were many limitations and challenges inhibiting the initial trip PSDL. The founders never gave up, they worked harder in the field especially, Andayani.
At first PSLD has limited human resources, but it can be overcome with student volunteers who are ready to help PLD. The presence of Marion Steff, disability specialist sent by Academic without Border Canada (AWBC) was very helpful for PSLD. She contributed to encourage local volunteers to participate PLSD. She also disseminated ideas and activities PSLD through the monthly newsletter. She has led for a year of work in PSLD. Marion also played an important role to connect PSLD with various parties and spread the ideas of inclusion in various circles.
In 2010, Andayani, one of the founders could not accompany PSLD, because she must pursue her doctoral degree in Canada. Ro'fah returned to Indonesia and immediately continue leadership from Andayani in PSLD.
In 2011, PSLD also recruited three staffs, there are Arif Maftuhin (lecturer at the Faculty of Dakwah and Communication and the director of the PLD 2013-2015 and 2016-2020), Liana Aisyah (lecturer at the Faculty of Science and Technology and now she is assigned at the Ministry of Religious Affairs Branch in Singakawang, West Kalimantan), and Ruspita Rani Pertiwi (lecturer at the Faculty of Economy and Islamic Business). In 2012, three lecturers were following, namely Siti Aminah (lecturer at the Faculty of Dakwah and Communication), Astri Hanjarwati (lecturer at the Faculty of Social and Cultural Science and now the director of PLD 2020-2024), and Jamil Suprihatiningrum (Lecturer at the Tarbiyah and Teacher Training).
In the 2007-2013 academic year, The Centre for Studies and Disability Services has grown in size and scope to enhance the role and services for students with disabilities at UIN Sunan Kalijaga. On July 19, 2013, due to institutional changing at UIN Sunan Kalijaga, PSLD changed name to Disability Services Center (PLD) and became one of the structural organization under the Center of Research and Community Service (LP2M).
Over the ensuing years, PLD has helped over hundred students with disabilities earn college degrees and has made UIN Sunan Kalijaga as the first model inclusive university in Indonesia.
